Description
eCTD_setting.xmlのpreviousApplicationCountが空白の場合でも、画面にはデフォルトの値として前回申請回数が自動的にfillされてしまうため、そのまま更新などを実行しようとするとpreviousApplicationCountが取得取れないエラー（以下参照）になる。
申請回数：のindex.xmlを読み込めません。
前回申請の地域別indexファイル(m1セクション)が読み込めません。
